About this opportunity
The State of Maine, Division of Purchases, is requesting bids on lottery ticket dispensers under a Take-A-Ticket master agreement, with bids due October 3, 2011. Awards will be made to the lowest responsible bidder based on best value, considering price, quality, conformity to specifications, and delivery date. In cases of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.
The bid solicitation covers nineteen line items encompassing multiple lottery ticket dispenser models and configurations, including OCSC models with varying game display capacities (ranging from two games wide by five games high through four games wide by seven games high), specialized dispensers such as OTD, ICM, and 712E models. Bidders must provide unit pricing and delivery timeframes for each item. Take-A-Ticket is the current manufacturer for all listed equipment.
The contract period runs for one year beginning immediately and ending October 31, 2012, with the possibility of two one-year extensions at the discretion of the Director of Purchases with contractor consent. Bid prices must remain firm for the contract duration, though the State reserves the right to seek additional discounts or contract separately for large quantity purchases if cost savings can be realized. All transportation charges must be prepaid by the vendor and included in the quoted price. The State reserves the right to increase or decrease quantities by up to 10%. Delivery orders will be created in AdvantageME; orders of $5,000 or less will be emailed as PDF files directly to the vendor, while larger orders will workflow through the Division of Purchases for approval before transmission. The State requires vendors to accept the Maine Procurement Card as payment with no surcharges permitted. Invoices are due within 30 days of delivery. Electronic bid submission closes at 2:00 p.m. local time on October 3, 2011.
