About this opportunity

The Michigan Department of Technology, Management & Budget is soliciting bids for the production of 15,000 lottery charitable gaming license envelopes, with bids due September 14, 2026. Only vendors pre-qualified with the State of Michigan Print & Mail Management division are eligible; pre-qualification requires approximately one week and must be completed before bid submission.

The scope calls for 9" × 12" envelopes constructed from 28# brown kraft text cover with latex seal bindery, packed at 500 units per box. Envelopes feature a 1-5/8" high by 4" wide window positioned 4" from the left and 2-5/8" up from the bottom, with the flap to the top, and black one-color printing on one side only. Vendors must submit electronic files in PDF format with proof approval required prior to production. Detailed quote letters with turn-around time estimates and paper expectancy information are mandatory; failure to provide a detailed quote letter results in bid disqualification.

All bids must be submitted online and include all costs with freight F.O.B. Destination, prepaid, to 7461 Crowner Drive, Lansing, Michigan 48913. The General Services Building dock operates Monday through Friday, 8:00 a.m. to 3:30 p.m., and drivers must obtain an entry pass before accessing the dock. Shipments requiring pallets must comply with specified pallet construction and dimension standards, not exceeding 4,000 gross pounds. Cartons must be clearly labeled with commodity numbers, descriptions, purchase order numbers, and quantities. No under-runs are permitted; over-runs are the vendor's responsibility and expense.

Award decisions will be based on best price and value to the state, with consideration given to past quality performance and ability to meet stated requirements. Vendors must accept Electronic Funds Transfer payments. Contact Andrew Hale at 517-636-0092 or halea3@michigan.gov for pre-qualification inquiries. Invoices must be emailed to DTMB-PrintingServices@michigan.gov and entered into the VSS system. Late submissions will not be accepted.
