About this opportunity
The Orange County Transportation Authority is requesting bids for lot sweeping services across multiple Orange County facilities under IFB 250223, with bids due July 21, 2026 at 11:00 a.m. A mandatory site visit is scheduled for July 2, 2026 at 8:00 a.m. at the Santa Ana Maintenance and Operations Base, and a pre-bid conference is set for June 30, 2026 at 10:00 a.m. (both in-person and teleconference options available). Questions are due by 5:00 p.m. on July 2, 2026.
The scope encompasses routine sweeping, blowing, vacuuming, and debris removal across approximately 173.8 acres at 17 facility locations throughout Orange County, including maintenance and operations bases, transportation centers, and park-and-ride complexes, with twice-weekly service at most locations during designated evening and early-morning windows (9:00 p.m.–6:00 a.m.) and daytime hours (8:00 a.m.–2:00 p.m.) for maintenance yards. All sweeping equipment must comply with South Coast Air Quality Management District Rule 1186.1 and utilize alternative fuels. The contractor must maintain a spare sweeping vehicle available within four hours of primary equipment failure, provide specialized vacuum-based cleaning for embedded streetcar rail and flangeways, and comply with California prevailing wage requirements and Davis-Bacon Act wage rates. Personnel assigned to streetcar facilities must complete OCTA's OC Streetcar Roadway Worker Program safety training. A designated Disadvantaged Business Enterprise (DBE) participation goal has been established for this U.S. DOT-assisted contract, with bidders required to submit a DBE Participation Commitment Form at bid time identifying all participating DBE firms certified through the California Unified Certification Program (CUCP). Bidders must be registered as Public Works Contractors with the California Department of Industrial Relations.
The contract value is $1.476 million for an initial three-year term (November 1, 2026 through October 31, 2029) with a two-year renewal option. This is a firm-fixed-price contract awarded to the lowest responsive and responsible bidder based solely on cost (100 percent weight). The contract includes 10 percent retainage, prevailing wage requirements, retention and liquidated damages provisions, and a 120-day bid firm period. Contractors must provide comprehensive insurance including Commercial General Liability ($1 million per occurrence) and Workers' Compensation coverage. All bid prices must remain firm for 120 days following bid close and include all direct costs, indirect costs, freight, and profits with no separate freight charges permitted.
