About this opportunity

The New Mexico Department of Cultural Affairs is awarding a sole-source contract to the Northern Rio Grande National Heritage Area (NRGNHA) for an economic development program at Los Luceros Historic Site in Alcalde, with proposals due September 9, 2026. The sole-source determination was approved by the State Purchasing Agent on August 6, 2026, and is posted for the required thirty-day protest period.

NRGNHA was selected as the sole source based on its unique status as New Mexico's only national heritage area with a Congressional mandate to facilitate culturally based economic development and its demonstrated track record working with local communities on heritage preservation and economic initiatives. The contractor is located at 706 East Bond Street in Espanola, New Mexico.

The contract encompasses four primary program initiatives: Community Cultural Enrichment Program (traditional arts workshops, film industry partnerships, youth education outreach); Community Empowerment and Cultural Celebration (commercial kitchen operations, two-day hot air balloon festival, art and culture week celebrations); Community Collaboration and Advancement (youth fellowships, literary collaborations, acequia partnerships); and Access and Infrastructure Support (reliable site access and functioning infrastructure).

The total contract value is $300,000 before tax, funded through House Bill 2 of the 2026 General Appropriation Act. Budget allocation includes $110,500 for Community Cultural Enrichment Program, $144,500 for Community Empowerment and Cultural Celebration, and $45,000 for administrative and overhead costs. The contract period runs from August 5, 2026, through June 30, 2027.

NRGNHA must track all staff hours, provide annual in-kind contribution documentation, maintain ADA compliance, and submit detailed outcome metrics and reporting to the Department of Cultural Affairs throughout the contract period.
