About this opportunity
The Florida Department of Transportation (FDOT) is soliciting competitive sealed bids for Long-Term Protected Gopher Tortoise Conservation Recipient Site(s) through Invitation to Bid (ITB) DOT-ITB-25-9091-CA. The procurement is specifically focused on acquiring recipient sites capable of accepting up to 310 gopher tortoises from donor sites within the Moving I-4 Forward Projects in Orange, Osceola, and Polk Counties. Bidders must provide a valid Florida Fish and Wildlife Conservation Commission (FFWCC) Gopher Tortoise Recipient Site permit and submit unit rates for adult/subadult (estimated 235) and juvenile (estimated 75) tortoises. The bid is due on July 29, 2025, at 9:00 AM EST, with a planned contract award on the same date. Evaluation criteria will include responsiveness, responsibility, and additional preferences for Veteran Business Enterprise, Drug-Free Workplace, and Minority Business Enterprise status. The contract term appears to be one year with potential renewal options up to three years.
Participation in this procurement is subject to several regulatory requirements, including mandatory registration in the State of Florida's MyFloridaMarketplace system and compliance with various non-discrimination statutes covering race, color, national origin, disability, and other protected characteristics. Out-of-state corporations must be authorized to do business in Florida, and all bidders must be properly licensed if their business requires professional licensing. The procurement is governed by section 287.057(23), Florida Statutes, which restricts communication between solicitation release and award posting. Additionally, companies cannot bid if they are on the Scrutinized Companies Lists for activities in Sudan or Iran. The contract is funded through FDOT's annual appropriations, with payment contingent on legislative funding. While a specific award value is not explicitly stated, the solicitation suggests the potential for multiple awards to meet project needs, indicating flexibility in vendor selection and contract allocation.
