The solicitation (DOT-ITB-25-9091-CA) seeks qualified bidders to provide recipient sites capable of accepting up to 310 gopher tortoises from donor sites within the project area, with potential for additional tortoise relocation as permit amendments allow. The bid is due on July 29, 2025, at 9:00 AM EST, with a planned contract award on the same date. The contract term appears to be one year, with potential renewal options up to three years.
The pricing structure includes separate unit rates for adult/subadult and juvenile gopher tortoises, with estimated quantities of 235 adult/subadult and 75 juvenile tortoises. Bidders must provide a valid Florida Fish and Wildlife Conservation Commission (FFWCC) Gopher Tortoise Recipient Site permit with their bid. The Department intends to award the contract to the lowest responsive and responsible bidder, with the possibility of multiple awards to meet project needs. Additional evaluation preferences include Veteran Business Enterprise, Drug-Free Workplace, and Minority Business Enterprise status. The project is funded through the Department's annual appropriations, with payment contingent on annual legislative funding.
