About this opportunity
San Bernardino County Department of Airports is issuing a Request for Proposals (RFP No. RESD126-RES-6096) for a long-term ground lease to develop, rehabilitate, and manage aeronautical facilities at Chino Airport. The procurement seeks qualified proposers to enter into a 30-49 year ground lease covering approximately 13.77 acres and 313,715 square feet of hangars (Buildings B-120, B-130, B-140, B-150, B-160, and B-340) for capital improvement, rehabilitation, facilities management, and maintenance. The selected contractor must construct and operate aeronautical facilities that generate recurring revenue for the County, maintain first-class condition standards, comply with FAA requirements, and provide job creation opportunities. Evaluation criteria include qualifications and experience (20%), financial review (10%), plan and schedule (30%), revenue package (25%), references and team experience (10%), and interviews/presentations (5%). Proposers must demonstrate financial capability through audited financial statements, detailed three-year financial proformas, and personal guaranties. Amendment 1 establishes the following timeline: RFP release on November 24, 2025, optional site walks between December 15, 2025, and December 31, 2025, prospective bidder questions due by January 5, 2026, proposal submissions due February 16, 2026, at 5:00 PM PST, and tentative contract award in April 2026.
Proposers must comply with California prevailing wage requirements under Labor Code Sections 1720 and 1770 et seq., including Department of Industrial Relations registration for all contractors and subcontractors prior to bidding and performing work, with exceptions for projects under $25,000 for construction or $15,000 for maintenance work. Prevailing wage rates vary significantly by craft classification and include comprehensive compensation structures such as basic hourly rates, health and welfare contributions, pension allocations, vacation and holiday pay, and training contributions, with rates effective through August 2026 as established by the California Director of Industrial Relations. The RFP requires proposers to obtain performance and payment bonds, maintain comprehensive insurance coverage including $5 million environmental liability insurance, and comply with California apprenticeship requirements under Labor Code section 1777.5, including employment of apprentices at a minimum ratio of one apprentice hour per five journeyman hours for apprenticeable trades. Revenue to the County is structured flexibly based on proposer submissions, including minimum annual lease fees determined by fair market value appraisal per FAA guidelines, with consideration given to proposed increases and payment frequency. The RFP does not identify an incumbent contractor or specify a budget amount, allowing proposers to structure revenue proposals competitively based on market conditions and their proposed development and operational plans.
