About this opportunity

Citrus County, Florida is seeking a qualified attorney to serve as the Building Division Licensing Compliance Special Master for the Department of Growth Management through a Letter of Interest (LOI 25-155). The selected professional will function as a hearing officer under Citrus County Code, Chapter 18, Article II, and Chapter 489 of Florida Statutes, responsible for hearing cases involving alleged violations of county contractor licensing regulations. Specific deliverables include conducting disciplinary hearings against certified contractors, issuing final orders of disciplinary action, and imposing appropriate penalties consistent with county codes. Candidate qualifications mandate membership in good standing with the Florida Bar for at least five years, with demonstrated knowledge of Citrus County Code and relevant Florida Statutes. The electronic bid submission is due on April 24, 2025, at 2:00 PM, with a public opening scheduled for 2:15 PM via Microsoft Teams. The proposal is limited to 30 pages and must include the firm's location, attorney's resume, three professional references from similar past work, and detailed hourly rates for the attorney and support staff.

There are no specific set-aside designations or restrictions mentioned for disadvantaged enterprises in this procurement. The resulting contract will be for one year, with an option to renew for four additional one-year periods, contingent upon satisfactory performance and fund availability. While no incumbent vendor is identified, the contract will be awarded based on the comprehensive proposal and the attorney's qualifications. Compensation will be determined by an hourly rate to be negotiated, with the county emphasizing the importance of avoiding conflicts of interest and maintaining professional conduct throughout the engagement. The solicitation includes specific ethical requirements and expects the Special Master to work collaboratively with county staff to ensure timely and accurate processing of licensing compliance cases. Although a precise budget range is not specified, the compensation structure suggests flexibility based on the selected attorney's experience and proposed rates.
