Key qualifications include being a Florida Bar member in good standing for at least five years, demonstrating knowledge of local codes and statutes, and possessing a reputation for professional integrity. The solicitation requires a comprehensive letter of interest (limited to 30 pages) that details the firm's location, professional background, legal career, and qualifications in local government and land use law. Vendors must submit three professional references from similar services performed in the past five years and provide hourly rates for both the attorney and legal support staff. Electronic bid submissions are due on April 24, 2025, at 2:00 PM, with a public opening via Microsoft Teams conference call at 2:15 PM. The initial contract term is one year, with potential renewals for four additional one-year periods based on performance and fund availability.

There are no specific set-aside designations or restrictions mentioned for disadvantaged enterprises in this procurement. The county will provide a hearing location and necessary staff support, and compensation will be determined hourly during the selection process. While no incumbent vendors are explicitly identified, the solicitation indicates that the Special Master will work closely with County staff to issue timely findings of fact and conclusions of law. The document does not specify a precise budget range or award value, but interested attorneys will submit their proposed hourly rates as part of the response. Vendors must create a free account in the OpenGov Procurement system to access and submit the bid, and the board approval of the award is tentatively scheduled for May 27, 2025. The selection will be based on the comprehensive review of the submitted letter of interest, professional qualifications, references, and proposed rates.
