About this opportunity
Citrus County, Florida is seeking a qualified attorney to serve as the Building Division Licensing Compliance Special Master through a Letter of Interest (LOI 25-103) procurement for the Department of Growth Management. The primary objective is to secure legal services for a hearing officer who will adjudicate cases involving alleged violations of county and state contractor licensing regulations under Citrus County Code and Florida Statutes. The selected attorney must be a Florida Bar member in good standing for at least five years, with demonstrated expertise in local government and land use law. Proposals are limited to 30 pages and must include the firm's location, attorney's detailed resume, qualifications, experience, three professional references from similar services performed in the past five years, and hourly rates for the attorney and legal support staff. Electronic bid submissions are due on February 11, 2025, at 2:00 PM, with the initial contract term spanning one year and potential renewal options for four additional one-year periods contingent upon satisfactory performance and fund availability. Key deliverables include conducting disciplinary hearings, issuing final orders, and working collaboratively with county staff while maintaining professional integrity and avoiding conflicts of interest.
The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. No incumbent vendors or current contractors are mentioned in the documentation. The procurement appears to be an open competitive process for legal professionals with specific qualifications in local government regulatory compliance. While a precise award value is not explicitly stated, the contract will compensate the selected attorney based on submitted hourly rates for legal services. The scope suggests this is a professional services contract with potential ongoing renewal, indicating a preference for establishing a long-term relationship with a qualified legal professional who can consistently fulfill the Special Master role for Citrus County's Building Division Licensing Compliance needs. The contract's flexibility, with options for annual renewal, suggests the county is seeking a reliable, experienced attorney who can provide consistent, high-quality hearing officer services for contractor licensing enforcement.
