About this opportunity

The Commonwealth of Kentucky Department of Parks is requesting bids for lodge room window treatments and installation at Blue Licks Battlefield State Resort Park, with bids due August 5, 2026 at 1:30 p.m. ET and a non-mandatory site visit available July 28, 2026 at 9:00 a.m.

The scope encompasses 36 lodge room windows and 38 door treatments across 32 rooms, plus motorized shade systems for two ADA-compliant rooms (109 and 201). The work includes removal and disposal of existing treatments, field measurement verification, and installation within ten weeks of award. The specification calls for manually operated double roller shades with Sheerweave by Phifer fabric (Style SW7001, Room Darkening color S51 Birch) and light filtering sheers (Style SW7850 ATF color Almond); motorized systems must also meet ADA code requirements. Technical submittals reference FlexShade CLN and FM roller shade systems with fascia and outside-mount configurations, including detailed installation specifications and blocking requirements.

Award is determined using best value scoring: Price (90 points), Delivery and Installation (10 points), and Checklist Requirements (Pass/Fail). Successful bidders must submit pricing on F.O.B. Destination Freight Prepaid and Allowed basis and maintain Commercial General Liability Insurance with minimum $1 million per occurrence and $2 million aggregate limits; Automobile Liability Insurance is required if vehicles will be used for delivery or onsite services. All bid prices must remain valid for a minimum of sixty calendar days after the due date. Payment follows within thirty working days of invoice receipt and goods acceptance. The resulting contract includes a twenty-five year limited warranty on hardware and shade fabric and is terminable by the Commonwealth with thirty days' written notice.

Vendors' written questions are due July 28, 2026 at 10:00 a.m. ET. All submissions must be made electronically through the Kentucky eProcurement System; vendor registration in the Vendor Self Service System is required at least 24–48 hours prior to submission. Project contacts include Beth Waldridge (Project Manager, 502-401-6265) and Keith Srutowski (Procurement, 502-564-7007).
