About this opportunity
The City of Indianapolis and Marion County Purchasing Division is requesting quotes for locksmith services under RFQ-15IFD-593, with quotes due September 23, 2026 at 10:00 a.m. — a deadline that has already passed as of the posting date of September 28, 2026.
The scope covers general locksmithing services and repairs primarily for the Indianapolis Fire Department with potential use by other City departments and agencies. Services include key control and duplication, panic bar and emergency exit device installation and maintenance, door closer and hinge adjustments and repairs, general door repairs and replacements, and personal locker lock and key replacement. All parts must be factory new and free of defects; the contractor must maintain all required manufacturer certifications.
The contract is a term agreement for two years from execution with potential renewal by mutual written agreement for a term not to exceed the original contract period. Pricing shall be quoted as firm fixed prices for the contract duration, including any renewals, with an escalator clause permitting up to 5% maximum annual price increase only if supported by documented cost increases and subject to City approval. Bidders must submit unit pricing for regular hourly labor rates, emergency hourly labor rates, and truck/trip charges; all shipping and delivery charges must be included in unit costs unless otherwise noted.
The contractor must maintain 24-hour phone service capability, respond to emergency calls within four hours, and respond to scheduled calls within forty-eight hours. The contractor must be licensed, insured, and demonstrate at least three years of business experience providing similar commercial and residential locksmith services. The apparent low bidder must submit form CC-09 from the Office of Minority and Women Business Development or risk bid rejection. Bidders must submit U.S. Manufactured Products Preference Certification, Non-Collusion Affidavit, MBE-WBE-VBE-DOBE certification, warranty statements, manufacturer literature, and an Exception Sheet detailing any proposed deviations from specifications. No bid bonds or performance bonds are required. The City does not guarantee minimum or maximum service amounts and reserves the right to split awards among multiple vendors.
