About this opportunity

The Commonwealth of Kentucky Transportation Cabinet (KYTC) Division of Materials is soliciting bids for a complete Locked Wheel Roadway Friction Tester system through a Request for Bid (RFB) issued on October 30, 2024. The procurement is a one-time purchase contract for a dual-sided locked wheel trailer system with water tank, hitch, operating system hardware, and data collection and processing components designed to measure the coefficient of friction of paved surfaces in accordance with ASTM E274 standards at speeds between 20 and 70 mph. The system must be equipped with a 32kHz laser and DGPS hemisphere for texture and characteristic measurements, and the vendor will be responsible for installing all components onto a new one-ton pickup truck (2WD diesel with 8-foot bed) provided by KYTC while maintaining factory warranty. Deliverables include equipment specifications and product literature, two complete sets of operation and maintenance manuals, final calibration at the Eastern Field Test and Evaluation Center in East Liberty, Ohio, and three days of onsite training upon delivery. The evaluation will be conducted on a best value basis with price weighted at 95 points and delivery time at 5 points out of 100 total points, with the lowest-priced bidder receiving maximum price points and other bidders scored proportionally. All equipment must be new, latest or current model year, and in first-class condition with a minimum 12-month warranty for all components and a separate five-year unlimited mileage warranty on spindles and wheel bearings. Written questions are due by October 28, 2024 at 4:00 PM, bids must be submitted electronically through the Kentucky eProcurement system (https://vss.ky.gov) by November 6, 2024 at 1:30 PM Eastern Time, with a tentative award date of November 20, 2024, and delivery required prior to June 1, 2025.

Kentucky resident bidders may receive reciprocal preference against nonresident bidders, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies serving individuals with severe disabilities are eligible to receive additional preference points equal to 15-20 percent of maximum points as defined under 200 KAR 5:410. Vendors must be registered in the eProcurement system 24-48 hours prior to submission and are required to provide complete equipment specifications, product literature, required affidavits, and certificates of authority for foreign entities. Pricing must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, with the vendor responsible for all shipping and freight charges, and delivery time must be stated as a specific number of calendar days with non-specific terms rendering the bid non-responsive; late delivery will be penalized at one percent per day. No incumbent vendors or current contractors are identified in the solicitation materials. The contract is governed by Kentucky law, all submissions must be made electronically only through the eProcurement system with no emailed or hard copies accepted, and payment will be made within 30 working days of receipt of goods and invoice in accordance with Kentucky Revised Statutes. The specific contract value or budget range is not disclosed in the available solicitation documents.
