About this file
This is a Request for Bid (RFB) issued by the Commonwealth of Kentucky Transportation Cabinet (KYTC) Division of Purchases on behalf of the Division of Materials for a one-time contract to procure a Locked Wheel Roadway Friction Tester system. The solicitation requests one complete friction test system consisting of a dual-sided locked wheel trailer, water tank, hitch, operating system with hardware, data collection and processing systems, and all necessary equipment modifications to a new one-ton pickup truck (2WD Diesel with 8-foot bed) that will be provided by KYTC. The system must measure the coefficient of friction of paved surfaces in accordance with ASTM E274 standards at speeds of 20 to 70 MPH and include capabilities for measuring pavement texture with 32kHz laser and DGPS hemisphere functionality. The solicitation was issued on October 21, 2024, with a deadline for written questions on October 28, 2024 at 4:00 PM, and bids are due by November 6, 2024 at 1:30 PM Eastern Time through the state's eProcurement system. The Commonwealth intends to make a tentative award on November 20, 2024. The delivery location and billing address are both KYTC Division of Materials at 1227 Wilkinson Boulevard, Frankfort, Kentucky 40601. Bids must be submitted electronically only; emailed and hard copies will not be accepted.
Award will be determined using a best value ranking approach with evaluation criteria allocating 95 points to price (lowest bidder receives maximum points) and 5 points to delivery time (best delivery time receives maximum points), for a total of 100 points. The vendor must clearly state the delivery time in specific calendar days; non-specific terms such as "as required" or "prompt" will render the bid non-responsive. Pricing is quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, with the vendor responsible for all shipping and freight charges. All equipment must be new, latest or current model year, and in first-class condition, with comprehensive warranty coverage of at least 12 months for all components (spindles and wheel bearings receive a separate five-year unlimited mileage warranty). The vendor must provide two complete sets of operation and maintenance manuals, complete final calibration at the Eastern Field Test and Evaluation Center in East Liberty, Ohio per ASTM E-274 standards, and three days of onsite training upon delivery. Payment will be made within 30 working days of receipt of goods and invoice in accordance with Kentucky Revised Statutes. Kentucky resident bidders may receive reciprocal preference against nonresident bidders, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies for individuals with severe disabilities may receive additional preference points as defined under 200 KAR 5:410.
