About this opportunity
The Detroit Water and Sewerage Department (DWSD) is seeking proposals for a Local Sewer System Metering and Condition Assessment project through Request for Bid (RFB) #531569A. The two-year contract will focus on installing and maintaining sewer meters across 33 flow meter sites, with key deliverables including 30 meter installations, 720 monthly maintenance and data submissions, 250 manhole cleanings and inspections, and 50 sewer connectivity dye tests. The primary objectives are to continue the system-wide flow monitoring plan, refine the all-pipe sewer model of Detroit, and collect data for condition assessments and sewer share allocations. Bidders must have at least three years of experience in sewer meter equipment, installation, and maintenance services, and provide four customer reference installations. The bid is scheduled to be published on 6/13/2025, with questions due by 6/24/2025, and final bids due on 7/17/2025, with an anticipated contract start date in August 2025. DWSD will evaluate bids based on being the lowest equalized, responsible, and responsive contractor meeting minimum requirements.
The procurement includes specific provisions to support local and disadvantaged businesses, with price equalization credits ranging from 0.5% to 9% for Detroit-based businesses depending on business type and contract value. The bid is open to contractors who can demonstrate compliance with equal opportunity commitments, including non-discrimination policies and support for women-owned and minority-owned enterprises. Bidders must submit various attachments, including a pricing form, performance history, human rights affidavit, and non-collusion affidavit. The project includes a provisional allowance of $91,470.00, suggesting flexibility for potential additional work or unexpected project requirements. DWSD reserves the right to award multiple contracts and may reject any or all bids if they are not considered in the best interest of the department. Contractors must maintain specific insurance coverages, including Worker's Compensation and Commercial General Liability, and comply with federal, state, and local laws. The total project scope suggests a comprehensive approach to infrastructure assessment with precise tracking of activities through unit-based measurements and consistent documentation requirements.
Opportunity text
The Detroit Water and Sewerage Department (DWSD) requests proposals that will provide services and materials for installing and maintaining sewer meters for a 2-year period. The purpose of this task item is to continue the efforts of a Detroit system wide flow monitoring plan to refine calibration of the all-pipe sewer model of Detroit, provide data collection for condition assessments and sewer shares allocations. The selected locations align with the envisioned large-scale sewer-sheds as part of the model development using available permanent rainfall and sewer meter data. This data allows calibration of certain areas of the model, where major flows are not currently being monitored.
