About this opportunity

The State of Utah Division of Purchasing is conducting a procurement for a comprehensive loan servicing system to efficiently manage its diverse loan portfolio. The Request for Proposal (RFP) seeks a vendor to provide a robust technological solution that can handle complex loan management requirements. The procurement will result in a single contract award to the most responsive and responsible vendor, determined through a multi-stage evaluation process. Vendors must first meet Mandatory Minimum Requirements (MMRs) before advancing to technical scoring, which will be evaluated on a 0-5 scale by an evaluation committee. Technical proposals must achieve a minimum of 572 out of 880 possible points, with vendors required to provide detailed point-by-point responses to technical criteria outlined in the Evaluation Score Sheet and Attachment C. The proposal submission deadline is August 13, 2025, with a planned contract length of 5 years. The evaluation methodology includes a technical scoring phase, a demonstration phase (requiring a minimum of 503.80 points), and a cost evaluation stage using a specific pricing equation.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the provided documentation. The RFP does not list any incumbent vendors or specify existing infrastructure requiring integration. The total possible points for the evaluation is 2,355, indicating a comprehensive and rigorous selection process. While specific budget ranges were not disclosed, the complexity of the procurement suggests a significant investment in a comprehensive loan servicing system. Potential vendors will need to demonstrate advanced technological capabilities, detailed understanding of loan servicing requirements, and the ability to meet the state's specific technical and operational needs. The cost evaluation will be conducted using a comparative pricing model, with the lowest-priced proposal receiving maximum points, and other proposals scored proportionally. Ultimately, the highest-scoring vendor across technical and cost criteria will be awarded the contract.
