About this opportunity

Palm Beach County Board of County Commissioners, through its Department of Airports, is soliciting sealed bids for the LNA Southside Redevelopment Program Phase 3 (Project No. LN 26-13) at Palm Beach County Park Airport, with bids due November 3, 2026 at 2:00 PM local time. Bidders must be licensed under Florida law at bid submission, and bidders must possess a valid state contractor certification or Palm Beach County Certificate of Competency, with subcontractors also properly licensed. No Disadvantaged Business Enterprise goal is established under the Interim Final Rule effective October 3, 2025, though the County encourages participation by all firms, including Small Business Concerns as defined in 49 CFR 26.5.

The work expands the airfield electrical vault by approximately 2,500 square feet, including interior renovation and roof replacement, and modifies the existing HVAC and fire protection systems. It also covers relocation of regulators, the ALCMS control system, fiber optic cable, and power and communication wiring. Replacement of the standby emergency power generator is an additive alternate bid item. Addendum 1 adds site work: access road and parking reconfiguration, stormwater and sanitary lift station work, 75 new parking spaces, an FAA security fence with electronic gate, and utility relocations. The bid form contains 129 unit-price line items after Addendum 5 added Item 51 (performance turf seeding, 7,500 square yards). Personnel needing unescorted airport access must pass fingerprint-based criminal history checks, which take about one week, and must wear airport ID badges.

The contract is a unit-price contract with a duration of 410 calendar days, comprising a 60-day procurement phase, a 320-day construction phase to substantial completion, and a 30-day final acceptance phase. Liquidated damages are $500 per calendar day. Bidders must post bid security of not less than 5% of the bid price. The successful contractor must furnish performance and payment bonds at 100% of the contract price. Funding comes from federal aviation sources. The County will award to the lowest responsive and responsible bidder based on total bid amount, including additive or deductive items the County selects in its sole discretion. Bidders must submit a Schedule 6 Bidder's List identifying the prime contractor and all firms quoting on the project. AECOM, the Engineer of Record, provides contract drawings to bidders who execute a Non-Disclosure Agreement. Addendum 1 states prevailing wages do not apply, while the bid documents list Davis-Bacon Act requirements. Bidders should confirm this before pricing. Federal requirements also include Title VI, Build America Buy America, and DBE regulations under 49 CFR Part 26.

The pre-bid conference and site visit were held September 15, 2026, and bidder questions closed October 27, 2026. Bidders must acknowledge Addendum 5 in their submissions.
