About this opportunity
The Florida Department of Transportation (FDOT), Office of Construction, is conducting a single source procurement for Live Link software to support real-time work zone and lane closure hosting and information sharing services. The procurement seeks to implement Causeway One.Network Live Link and Plan Share Software as part of FDOT's Active Work Zone Management Program, with the primary objective of enhancing safety for construction workers and the motoring public. The software deliverables include integration of existing FDOT systems such as the SunGuide database, Lane Closure Information System, and One Stop Permitting with smart work zone devices and real-time user input to create a Work Zone Data Exchange (WZDx) compliant platform. A key outcome of this procurement is the transmission of work zone data to major navigational applications including Waze, Apple Maps, TomTom, HERE Technologies, and Google Maps, enabling drivers to receive real-time notifications of lane closures and work zones. The contract term is five years, and prospective vendors must submit information regarding their ability to supply these services by 5:00 p.m. EST on Monday, March 30, 2026, to the contact provided by Ryan Buck of the Office of Construction Performance. Evaluation will focus on vendors' capability to provide the fully developed software-as-a-service platform and necessary customization to connect FDOT's data sources and navigational applications, with qualification requirements centering on demonstrated expertise in work zone management systems and navigational application integration.
This is a single source procurement notice with the known vendor identified as Causeway Technologies, Inc.; however, the FDOT has posted the notice for a minimum of 15 business days in accordance with Florida Statutes section 287.057(3)(c) to allow prospective vendors to submit information challenging the single source designation before the Department proceeds with the intended contract award. The justification for single source acquisition is based on Causeway Technologies, Inc. being the only vendor capable of providing both the fully developed software-as-a-service platform and the necessary customization to meet FDOT's requirements, with the Department determining that in-house development would likely exceed the estimated contract cost and require substantial internal resources. No specific set-aside designations or restrictions limiting eligible respondent types are indicated in the procurement notice. The estimated dollar amount for this single source procurement is $8,000,000.00, covering the five-year contract period. The existing infrastructure requiring integration includes the SunGuide database, Lane Closure Information System, One Stop Permitting system, and connections to five major navigational platforms, establishing the technical foundation upon which the selected vendor must build and customize the Live Link solution.
