About this file
This is a Description of Intended Single Source Purchase (PUR 7776) form submitted by the Florida Department of Transportation (FDOT) for the procurement of Live Link software for real-time work zone and lane closure hosting and information sharing. The FDOT seeks to implement Causeway One.Network Live Link and Plan Share Software to support its Active Work Zone Management Program, which aims to enhance safety for both construction workers and the motoring public. The software will integrate existing FDOT work zone information systems, including the SunGuide database, Lane Closure Information System, and One Stop Permitting, with smart work zone devices and real-time user input to create a Work Zone Data Exchange (WZDx) compliant platform. This platform will transmit work zone data to major navigational applications including Waze, Apple Maps, TomTom, HERE Technologies, and Google Maps to provide drivers with real-time notifications of lane closures and work zones. The contract term is five years. Prospective vendors were requested to submit information regarding their ability to supply these services by 5:00 p.m. EST on Monday, March 30, 2026, to the contact provided by the requestor, Ryan Buck of the Office of Construction Performance.
The estimated dollar amount for this single source procurement is $8,000,000.00. The justification for single source acquisition centers on Causeway Technologies, Inc. being the only vendor capable of providing both the fully developed software-as-a-service platform and the necessary customization to connect FDOT's data sources and navigational applications. The FDOT determined that developing this system in-house would likely exceed the estimated contract cost and require substantial internal resources. The single source purchase notice was posted for a minimum of 15 business days in accordance with Florida Statutes section 287.057(3)(c), allowing prospective vendors to challenge the single source designation before the FDOT proceeds with the intended contract award to Causeway Technologies, Inc.

43232600 - Industry Specific Software;
43242605 - Analytical or Scientific Software
Quantity or Term (as appropriate): 5 years
Requestor (division, bureau, office, individual, as appropriate): Ryan Buck, Office of Construction
Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): The Florida Department of Transportation’s
(FDOT’s) mission is to provide a safe and efficient transportation system, and as a part of that effort, FDOT has developed a robust Active Work Zone Management Program to address the safety of staff working within construction zones, as well as the motoring public.
This initiative requires a central platform consistent with the Work Zone Data Exchange (WZDx) platform set up by the
USDOT. This platform would share real time and accurate information with motorists for advanced notification of lane closures and work zones, leading to streamlined driving behaviors and reduced work zone congestion, crashes, serious injuries, and fatalities. Such a platform does not yet exist within FDOT, and the proposed system would leverage existing
FDOT work zone related information systems to advance a WZDX compliant platform and increase safety for both workers and drivers in and approaching work zones.
Central Office and Districts host the SunGuide® database, the Lane Closure Information System, One Stop Permitting, and other systems to actively store and update work zone and lane closure information throughout the state. The Causeway
Technologies (formerly One Network USA, Inc.) Live Link Software platform imports and integrates these various data sources as well as data from smart work zone devices and real time user input into a WZDx data feed. Live Link then also sends work zone data and closure information to navigational applications such as Waze, Apple Maps, TomTom, HERE
Technologies, and Google Maps to provide drivers using these applications with real time data and notifications on upcoming work zone lane closures along their driving route.
Intended source (vendor, contractor): Causeway Technologies, Inc.
Estimated Dollar Amount: $8,000,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): Causeway Technologies (formerly One Network USA, Inc.) Live

Link Software is fully developed and operational requiring no FDOT resources for software development other than import and integration of FDOT data. It provides a service that FDOT would need to develop from the ground up, and the associated cost would likely exceed the cost estimate. The Department will evaluate this system for cost effectiveness and maintenance needs.
Causeway Technologies (formerly One Network USA, Inc.) is the author of the Live Link software, and is the only software vendor available who can both provide the software-as-a-service (SaaS) and customize the software platform to meet FDOT’s need, i.e., connecting to FDOT’s input data sources and navigational applications.
