About this opportunity
Charles County Board of Commissioners in Maryland is soliciting sealed bids for Litter & Debris Removal Services through a competitive procurement process. The contract encompasses weekly litter and debris removal services along roadways and public spaces throughout Charles County, with specific focus on designated roads including Turkey Hill Road, Mitchell Road, Poplar Hill Road, Bumpy Oak Road, and Billingsley Road, totaling approximately 1,260 billable miles annually. The solicitation includes three distinct line items: Litter and Debris Removal—Roadside with Traffic Control (1,100 miles), Litter and Debris Removal—Roadside On-Call with Traffic Control (300 miles), and Litter and Debris Removal—Roadside On-Call (300 miles). Qualified contractors must demonstrate at least three years of direct experience in litter and debris removal services, maintain comprehensive insurance coverage, and comply with all applicable local, state, and federal regulations and safety standards. Work must be performed in accordance with county project specifications while maintaining continuous traffic flow throughout all project activities. The contract term runs from July 1, 2024, through June 30, 2025, with four optional one-year renewal periods available. The bid release date was March 14, 2024, with sealed bids due April 17, 2024, at 3:00 p.m.
Charles County has established an aspirational 25% Minority Women Business Enterprise (MWBE) participation goal and maintains a Small Local Business Enterprise (SLBE) program, creating potential set-aside opportunities for eligible disadvantaged enterprises and local small businesses. The contract includes comprehensive performance evaluation mechanisms, with penalties for non-performance outlined in the solicitation documents. Contractors must meet detailed specifications regarding equipment, personnel qualifications, and service delivery standards as outlined in the attached Litter & Debris Removal Services solicitation document. While specific award values are not explicitly stated in the available information, the contract structure based on 1,260 billable miles annually provides a quantifiable scope for pricing proposals. The county's emphasis on traffic maintenance, regulatory compliance, and performance standards indicates evaluation criteria will likely prioritize contractor experience, safety records, operational capability, and pricing competitiveness.
