About this opportunity
The State of Maine, Division of Purchases, is requesting bids for lithium batteries in sizes AA and AAA to establish a one-year supply contract for the State Central Warehouse, with bids due March 19, 2013, and questions due through the online portal by that same date.
Approved brands are Energizer Advanced Lithium, Energizer Ultimate Lithium, and Duracell Ultra Lithium; other equivalent brands require testing and evaluation by the University of Southern Maine Materials Testing Unit at the bidder's expense. Batteries must be packaged in units of eight per pack. Historical alkaline consumption data indicates approximately 4,602 packs of AA and 1,840 packs of AAA annually, though lithium batteries are expected to serve as an alternative rather than direct replacement. The estimated yearly contract value is not specified.
The contract term runs approximately April 1, 2013, through March 31, 2014, with the State reserving the right to renew for two additional one-year increments if pricing and terms remain in the State's interest. All bids must include detailed packaging information and expiration dates. Pricing shall be net, inclusive of transportation and delivery on an F.O.B. Destination basis, with no minimum order requirement. The State accepts the Maine Procurement Card with no surcharges allowed and is exempt from federal excise taxes and state sales taxes. Deliveries must be completed within ten days of order receipt. There is a 5% tie-breaker preference for in-state bidders or those offering commodities produced or manufactured in Maine. Awards will be made to the lowest responsible bidder offering best value, considering quality, conformity, delivery dates, and overall economy. Cash discounts of 20 days or more are considered in price evaluation. All questions must be submitted through the designated online portal only. Contact Todd Cummings, Buyer II, at todd.cummings@maine.gov or (207) 624-7336.
