About this opportunity
The City of Waco, Texas is requesting bids on liquid sulfur dioxide supply and delivery to the City of Waco Central Wastewater Treatment Plant under RFB 2026-041, with bids due August 20, 2026 at 4:30 p.m. Central Time and bid opening at 4:31 p.m. via Zoom.
The scope covers supply and delivery of liquid sulfur dioxide in one-ton containers at an estimated annual quantity of approximately 123 net tons. The contractor furnishes product, delivery units, transportation, delivery labor, unloading and handling equipment, safety equipment, documentation, and technical assistance for each delivery and container exchange. Pricing must be submitted on a per-net-ton basis, F.O.B. destination Waco, Texas, excluding federal excise and state sales taxes; the City provides a federal tax exemption certificate upon request.
Award will be made to the lowest responsible bidder or the bidder providing best value, with evaluation factors including purchase price, bidder reputation, product quality, extent to which goods meet the City's needs, past relationships with the City, compliance with historically underutilized business requirements, and total long-term acquisition costs. If contract value exceeds $100,000, Waco City Council authorization is required for final award; otherwise the City Manager or designee may execute.
Vendors must submit bids through the City's e-Procurement portal (Euna/Bonfire) or by paper submission with one electronic copy and one original plus two paper copies. Required compliance documentation includes insurance certificates with specified coverage limits, conflict of interest questionnaires, and state-mandated certifications. Questions are due August 12, 2026 at 1:00 p.m. Central Time. Final selection is anticipated by September 20, 2026.
