The scope encompasses removal, hauling, and disposal of thickened waste activated sludge from the Township's Wastewater Treatment Facility at 33 Singer Avenue, Paradise, Pennsylvania, along with pump station cleaning approximately four times annually and tank cleaning as needed. Anticipated annual sludge volume is approximately 2,160,000 gallons. The contractor must complete a minimum of 50% of work with its own forces and identify primary and secondary PADEP-certified disposal sites for both liquid sludge and pump station contents. All disposal and cleaning must comply with Pennsylvania Department of Environmental Protection regulations and EPA standards under CFR 503. The contractor bears sole responsibility for all disposal fees and any regulatory violations or fines.
The contract term is one year from Notice to Proceed, with Authority options to extend annually for up to three additional years. If extended beyond the initial year, pricing will be adjusted annually based on the Consumer Price Index for All Items Less Food and Energy for the Philadelphia-Camden-Wilmington region. Payment is due within 45 days of invoice receipt with interest accruing on unpaid amounts at the maximum rate allowed by law; no retainage will be held.
Bidders must submit a certified check or bid bond equal to 10% of the total bid amount, issued by a surety licensed in Pennsylvania. The successful bidder must furnish performance and payment bonds each equal to 100% of the contract price. Bids will remain open for 60 days from bid opening and may not be withdrawn during this period. The successful bidder will be notified within 60 calendar days of bid opening.
