About this opportunity
The Commonwealth of Kentucky, through the Kentucky Transportation Cabinet (KYTC) Division of Purchases on behalf of the Division of Equipment, is soliciting bids for a one-time purchase of one liquid seeder spray system. The equipment specified is a Finn Model T-170 or approved equivalent—a self-contained, heavy-duty unit mounted on a steel skid frame designed to spray water, seed, fertilizer, ground limestone, and mulch mixtures. The system must include a 1,500-gallon steel tank, minimum 65 horsepower diesel engine, centrifugal pump capable of 320 GPM at 115 PSI, mechanical paddle agitator, six nozzles with 200-foot discharge capability, 200-foot extension hose with hydraulic reel, and must be new, current model year production, pre-serviced to manufacturer specifications, and fully warranted for at least two years against defective materials or workmanship. The vendor must provide two operator manuals, two parts books, two service manuals, and up to one day of training on safety, operation, and preventive maintenance. Evaluation will be based solely on pricing (100 points), with the lowest compliant bid receiving maximum points and other bids scored proportionally. Written questions are due December 8, 2022 at 4:00 PM Eastern Time, with bids due December 16, 2022 at 1:30 PM Eastern Time. Delivery must occur no later than May 1, 2023, with a tentative award date of January 6, 2023, and equipment must be delivered F.O.B. Destination Freight Prepaid to KYTC Division of Equipment at 1234 Wilkinson Boulevard, Frankfort, Kentucky 40601.
Kentucky resident bidder preferences and qualified bidder preferences apply per KRS 45A.490-494 and 200 KAR 5:410, providing incentives for Kentucky-based vendors to participate in this procurement. No specific incumbent vendors or current contractors are identified in the solicitation documents. All bids must be submitted electronically through the Kentucky eProcurement system; emailed or hand-delivered bids will not be accepted. Bidders must complete the Annual Required Affidavit for Bidders, Offerors and Contractors, certifying compliance with Kentucky state laws regarding campaign finance, lobbyist restrictions, tax compliance, boycott prohibitions, and registration with the Kentucky Department of Revenue. A one percent per day penalty applies for late delivery, and payment will be made within thirty working days of invoice receipt. No specific award value or budget range is disclosed in the solicitation documents.
