About this opportunity

The Texas Health and Human Services Commission is requesting bids on a liquid scintillation counter for the Department of State Health Services Laboratory under IFB HHS0017714, with bids due August 4, 2026 at 10:30 a.m. CST.

The procurement seeks one unit of a liquid scintillation counter with Windows 11 x64 control and data-analysis software, classified under NIGP Class Item 96761. The scope includes a wheeled table (120 cm W × 70 cm D × 59 cm H), one-day on-site installation and basic user training, one year warranty on all parts and labor, and shipping and handling. Respondents may separately itemize costs for the instrument, table, installation and training, standard shipping, and expedited shipping, but must submit a combined total price in US dollars.

Bidders must submit Exhibit A (HHS Solicitation Affirmations, pages 1–13), the completed Exhibit C Pricing Sheet, Exhibit D (Bidder Reference Qualifications Form), and any applicable addendum acknowledgement forms. Failure to submit Exhibit A or Exhibit C will result in disqualification. Exhibit D requires a minimum of three verifiable references for similar contracts completed within the last five years, documentation of industry certifications and applicable staff licenses, a one-page narrative on relevant experience and qualifications, and a minimum of two 24-hour emergency contacts.

The HHS Solicitation Affirmations establish extensive state and federal compliance certifications spanning debarment status, tax compliance, E-Verify participation, human trafficking prohibition, cybersecurity training, conflicts of interest, antitrust compliance, and Texas-specific statutory restrictions on abortion funding, firearm-industry discrimination, energy-company boycotts, Israel boycotts, and AI disclosure. The HHS Contract Affirmations and Uniform Terms and Conditions require contractors to comply with the Texas Public Information Act, maintain records for seven years, indemnify the State of Texas, utilize E-Verify for all personnel, and grant all work-product intellectual property rights to the state agency.

Electronic bid submission is available through the HHS Online Bid Room; bidders should allow several days for IAMOnline registration and account activation. Contact information: Samantha Danielle Arriaga, HHS Purchasing.
