About this opportunity
The City of Waco, Texas Purchasing Services Department is requesting bids for bulk liquid oxygen supply and annual technical inspection services for its Dissolved Air Flotation Facility under RFB 2026-037, with bids due August 20, 2026 at 11:00 a.m. Central Time and bid opening at 11:01 a.m. the same day via Zoom.
The City seeks approximately 453,000 CCF (cubic feet) of gaseous oxygen equivalent annually, delivered F.O.B. destination Waco, Texas, along with mandatory annual technical inspections of the City-owned liquid oxygen storage and vaporization system. The contractor must provide all product, transportation, delivery labor, cryogenic transfer equipment, hoses, fittings, documentation, technical assistance, and safety equipment necessary to meet specifications in Appendix D. Pricing must be quoted on a per-CCF basis for oxygen supply and per-inspection basis for annual technical services, excluding Federal Excise and Texas Sales Taxes. Bidders may offer early payment discounts; standard payment terms are net thirty days after acceptance of order and receipt of original invoice.
The award will be made to the lowest responsible bidder or best value bidder as determined by the City, considering purchase price, bidder reputation, quality of goods and services, extent to which services meet municipal needs, past relationships, HUB compliance impact, and total long-term acquisition costs. The City anticipates final contract award by September 20, 2026. Contracts exceeding $100,000 require City Council approval.
Bidders must provide proof of insurance including Workers' Compensation ($1,000,000 statutory limits), Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), and Business Automobile Liability ($1,000,000 combined single limit) prior to contract execution. Questions are due August 12, 2026 at 1:00 p.m. Central Time. All submissions are electronic through the City's e-Procurement portal at waco-texas.bonfirehub.com/login, though paper submissions are accepted if delivered by deadline. Bidders must complete compliance forms including conflict of interest questionnaires, debarment certifications, non-collusion affidavits, and Texas Government Code verifications.
