About this opportunity
The Florida Department of Transportation is requesting bids on liquid deicer (potassium acetate, 50% solution) to establish a 12-month contract with bids due October 26, 2026, and a public bid opening on October 14, 2026, at 10:30 AM at the Chipley office. A 5% in-state price preference applies to vendors whose principal place of business is located in Florida.
The scope covers bulk delivery of a minimum 3,850 gallons per load and/or 275-gallon IBC tote tanks to multiple Florida Department of Transportation operations centers and warehouses statewide, including facilities in Midway, Milton, Marianna, Ponce de Leon, Panama City, Lake City, Gainesville, Chiefland, Perry, St. Augustine, and Jacksonville. The contract is divided into six sections with estimated annual quantities ranging from 1,855 to 4,400 gallons per section, plus one-time training sessions at three locations. Bidders must submit firm pricing per gallon by section. Freight costs are pre-paid by the vendor with actual charges reimbursed separately. A 90-day warranty is required against defective workmanship and failure to meet industry performance standards.
Estimated contract value is not stated. The contract term is 12 months effective upon award, with renewal options available for up to three years or the original contract term, whichever is longer, subject to mutual agreement and satisfactory performance. Multiple awards may be made with the lowest responsible and responsive bid per section determining the award. All payments are subject to a 1% MyFloridaMarketPlace transaction fee. Bidders must register in Florida MyFloridaMarketPlace and submit electronic bids to D3.Purch@dot.state.fl.us. Technical questions are due October 7, 2026, at 4:00 PM to Sommer Crews, the procurement agent. The intended award decision will be posted October 19, 2026. Contract compliance includes mandatory E-Verify employment verification and annual legislative appropriation authority. No pre-bid conference will be held.
