About this file
This is a Bid Questions and Responses document from the Florida Department of Transportation addressing inquiries related to two separate invitations to bid (ITB-27-3003-SC for Liquid Deicer and ITB-27-3004-SC for Deicer Pellets). The procurement establishes a 12-month initial contract with potential renewal options for up to an additional 24 months, for a maximum total contract term of 36 months if both parties agree. The primary product requested is liquid deicer (potassium acetate, 50% solution) to be delivered in 275-gallon totes and bulk quantities with a minimum load of 3,850 gallons. Delivery locations span multiple Florida Department of Transportation operations centers and warehouses statewide. The estimated annual quantities range from 1,855 to 4,400 gallons per section across six sections, with one-time training sessions required at three locations. Bids were due October 26, 2026, with a public bid opening scheduled for October 14, 2026, at 10:30 AM at the Chipley office. Technical questions were due October 7, 2026, at 4:00 PM to procurement agent Sommer Crews. The intended award decision was to be posted October 19, 2026.
Bidders must submit firm pricing per gallon by section, with freight costs prepaid by the vendor and actual charges reimbursed separately. All payments are subject to a 1% MyFloridaMarketPlace transaction fee. A 5% in-state price preference applies to vendors whose principal place of business is located in Florida. A 90-day warranty is required against defective workmanship and failure to meet industry performance standards. No performance and payment bond is required. Liability insurance is not required for commodity purchases. Payment terms are NET 30 as specified in the Compensation and Payment section of the purchase order terms and conditions. Price adjustments are not permitted during the contract term. The contract includes incorporated indemnity language and Force Majeure provisions from PUR 1000, which address suspension of obligations in cases of events beyond reasonable control, including unavailability of product or equipment. Multiple awards may be made with the lowest responsible and responsive bid per section determining the award. Contract compliance includes mandatory E-Verify employment verification and annual legislative appropriation authority. Bidders must register in Florida MyFloridaMarketPlace and submit electronic bids to D3.Purch@dot.state.fl.us.
