About this opportunity

The Greater Rockford Airport Authority is requesting bids for bulk potassium acetate–based liquid de-icing compound under IFB #26-16, with proposals due August 11, 2026 at 10:30 a.m. CDT. The fluid must meet FAA-approved specification SAE AMS 1435, the primary technical and regulatory filter.

The scope requires concentrated liquid with a minimum 50% potassium acetate by weight, freeze point lower than +6°F when diluted 50/50, density of 10.68 pounds per U.S. gallon at 68°F, pH between 7.0 and 11.5, and long-term storage stability without separation. The fluid must exclude urea, ethylene, and propylene glycol. Delivery is to a 12,000-gallon storage tank at 5751 Falcon Road, Rockford, Illinois, in bulk shipments of 4,400 gallons with completion required within eight hours of order placement. Pricing must be quoted net per gallon, firm for the contract period, and inclusive of all delivery, transportation, and handling charges.

The contract term runs October 1, 2026 through September 30, 2027. Historical consumption data indicates 47,644 gallons (winter 2025–26) and 30,784 gallons (winter 2024–25), though the Authority reserves flexibility to order greater or lesser quantities. The Authority reserves preference for vendors demonstrating lower environmental effects, utilizing ISO 9002 certified production processes, or providing third-party compatibility test reports with asphalt concrete pavement materials.

Bidders must submit a minimum of three references or face disqualification. Vendors must provide comprehensive technical documentation including environmental impact assessments, Safety Data Sheets, handling and storage guidelines, independent laboratory biochemical and theoretical oxygen demand reports, production site information with independent laboratory certification dated within 24 months, and acute aquatic toxicity test reports compliant with EPA methods. The successful bidder must maintain a $1 million commercial liability insurance policy naming the Greater Rockford Airport Authority as additionally insured. The contract is subject to FAA Airport Grant Assurances, Buy American requirements under 49 U.S.C. 50101, and federal compliance provisions. The Authority is a member of Sourcewell and OMNIA and welcomes independent contract pricing. Payment is expected within 30 days of proper invoice submission following delivery and acceptance.
