About this opportunity
The City of Waco, Texas Purchasing Services Department is requesting bids for liquid chlorine delivery to municipal water and wastewater treatment facilities under RFB 2026-042, with bids due August 21, 2026 at 9:00 a.m. Central Time via the City's e-Procurement platform (EUNA/Bonfire) or physical delivery to the Purchasing Services Office.
The solicitation divides into two separately awardable groups: Group A for one-ton containers (approximately 780 net tons annually) and Group B for 150-pound cylinders (approximately 35 cylinders annually). Bidders may submit pricing for one or both groups. All pricing must be firm, F.O.B. destination (Waco, Texas), quoted on a per-unit basis excluding federal excise and state of Texas sales taxes, and remain valid for ninety days following submission. Bidders must certify that prices were developed independently and identify any exceptions to technical specifications.
Award will go to the lowest responsible bidder or the bidder providing the best value, with evaluation factors including purchase price, bidder reputation, quality, extent of meeting municipal needs, past relationships, compliance with historically underutilized business requirements, and total long-term costs. Selected contractors must provide proof of insurance prior to contract execution, including workers' compensation, commercial general liability of $1,000,000 per occurrence, business automobile liability, and pollution liability coverage. Contractors must also verify non-boycott of energy companies and Israel, non-discrimination against firearm entities, debarment certification, and registration with the Texas Secretary of State if the contract value exceeds $99,999.99.
Questions are due August 12, 2026 at 1:00 p.m. Central Time. Anticipated award notification is September 20, 2026. Standard payment terms are thirty days after acceptance and receipt of an original invoice; early payment discount terms may be offered at the City's discretion.
