About this opportunity
The City of Philadelphia is soliciting quotes for Linko Software support and maintenance services under a sole-source small order purchase with quotes due September 7, 2026. This is a sole-source procurement; Aquatic Informatics Inc. (AQI), a 100% owned subsidiary of Veralto Corporation, holds exclusive authorization to provide Linko Software, implementation, training, and support. No outside sales agents or representatives are authorized to sell Linko products or services except direct AQI or Veralto subsidiary employees.
The scope covers support and maintenance services for the Linko software system used by the Philadelphia Water Department for regulatory compliance tracking of managed industrial, pretreatment, and FOG (fats, oils, and grease) compliance programs. The Water Department determined that Linko is the only vendor offering specialized software meeting its technical and compliance requirements; alternative vendors were investigated but none demonstrated equivalent capabilities.
The contract is structured as a small order purchase with a maximum annual amount of $99,000, adjusted each fiscal year by the CPI-U percentage increase from January 1, 2020 and rounded to the nearest $1,000. The term commences on the effective date specified and extends one year with provisions for renewal for up to three additional one-year periods, not to exceed four years total. All quoted prices remain valid for 60 days from submission and must be quoted net and exclusive of taxes, delivered FOB Destination Point.
The City may award the contract as a whole or by line item, whichever serves its best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award. An addendum dated September 2, 2026 modifies project specifications, requirements, and contract terms; bidders must acknowledge receipt and confirm understanding of all amendments prior to submission. No services are to commence until formal notification is received from the Philadelphia Water Department. Sellers must maintain Workers' Compensation insurance at statutory limits, General Liability insurance with a minimum of $500,000 per occurrence, and Automobile Liability insurance with a minimum of $300,000 per occurrence. All payments are made via electronic deposit.
