About this file
This is a sole source justification memorandum from the Philadelphia Water Department to the Central Procurement Department of the City of Philadelphia, dated March 26, 2026. The memorandum addresses the procurement of Linko software support and maintenance services for regulatory compliance tracking. According to the justification, Linko is the existing software system used by the International Water and Wastewater Committee (IWBC) and is the only vendor offering this specialized software solution. The department has investigated alternative vendors in the industry but found that no other options meet the Water Department's specific technical and compliance requirements. The memorandum indicates that the department will continue to evaluate emerging technology solutions as the market evolves, but currently no competitor has demonstrated equivalent capabilities.
The related small order purchase will be awarded on a whole or line-item basis, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Prospective sellers must submit quotations for all items to be considered eligible for award. The procurement is structured to allow flexibility in award methodology while maintaining competitive pricing principles. Services are not to commence until formal notification is received from the Philadelphia Water Department. The contract opportunity is located in Pennsylvania and reflects the Water Department's need for continued support and maintenance of its critical regulatory compliance software platform.

MEMORANDUM
To: Central Procurement Dept., City of Philadelphia
From: Abigail Hesser, Sr. IT Business Analyst, Philadelphia Water Department
Date: 3/26/2026
Subject: LINKO Software‐Sole Source Justification
Linko is IWBC’s existing software program that is used for regulatory compliance tracking. No other vendor can supply this service, as no other vendor sells this software. Their technical capabilities are unique in this area. We have investigated and will continue to investigate using other vendors in the industry, as technology is always evolving, but so far none have met our needs.
