About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, is soliciting competitive bids for a Master Agreement to supply comprehensive linen products and textiles. This Request for Bid (RFB 758 2600000242) encompasses 85 line items covering a diverse range of institutional and hospitality linens, including quilted mattress pads, contour and fitted sheets in multiple sizes (Twin, Full, Queen, King), pillowcases, bath towels, pool towels, bath mats, blankets, mattress encasements, shower curtains, tablecloths, and napkins from approved manufacturers such as American Hotel Register Company, Westpoint Hospitality Martex Millennium, and 1888 Mills. Bidders must submit pricing for all line items on the provided Attachment C Bid Price Sheet in Microsoft Word, Excel, or PDF format through the Commonwealth's eProcurement system, with all pricing quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, inclusive of all shipping, delivery, and installation charges. The initial contract period is one year from the date of award with four optional one-year renewal periods subject to written approval by all parties and potential renegotiation of terms and conditions. Written vendor questions are due by December 11, 2025, at 10:00 AM ET, with bids closing on December 22, 2025, at 1:30 PM ET. Award will be determined using a best value ranking approach allocating 90 points to price (lowest bidder receives maximum points) and 10 points for delivery time in working days, with prices remaining firm for the first twelve months. Successful bidders must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance of $1,000,000 combined single limit for delivery vehicles, with failure to meet delivery dates resulting in a one percent per day deduction from invoices.
Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities receive statutory preferences of 20 percent or 15 percent respectively of maximum points. All bidders must complete the required Annual Affidavit and Other Affidavits (Attachment B), which serves as a compliance certification mechanism effective for one year from execution and requires authorized representatives to attest under penalty of perjury that they have not knowingly violated Kentucky campaign finance laws and that the contract award will not violate any campaign finance provisions; resident bidders claiming Kentucky resident status must additionally certify authorization to transact business in Kentucky and maintenance of Kentucky corporate income taxes, unemployment insurance fund payments, and workers' compensation insurance for at least one year prior to bid submission. Vendors must be registered in the Commonwealth eProcurement System and are required to provide tax exemption certificates and Kentucky Tax Registration Application Form 10A100 prior to award. The RFB documentation does not identify any incumbent vendors or current contractors, nor does it specify budget ranges or estimated award values; the solicitation notes that any quantities are estimates only and the State will purchase only what is needed during the contract term. Orders will be placed and invoiced directly by individual parks rather than through centralized procurement, with delivery locations spanning multiple Kentucky parks and facilities.
