About this opportunity
The City of Scranton is seeking sealed bids for the Linden Street Advance Sidewalk Vault Improvements project, a comprehensive infrastructure enhancement located between North Washington Avenue and Dix Court, specifically in front of 507 Linden Street. The procurement involves demolition and reconstruction of sidewalk vaults, including installing reinforced masonry bulkheads, pipe sleeves, flowable fill, and constructing new sidewalks and curbs. Contractors must have a minimum of 5 years of experience and provide extensive documentation, including insurance certificates and performance bonds. Bids will be received electronically through the City's e-Procurement Portal until 11:00 am on Monday, November 17, 2025, with a public bid opening immediately following in City Council Chambers. A non-mandatory vaults walk-through is scheduled for November 11, 2025, and a pre-proposal meeting will occur on November 12, 2025. The project, funded through the American Rescue Plan Act (ARPA), requires compliance with federal regulations including prevailing wage requirements, equal opportunity guidelines, and Buy USA provisions.
The procurement does not specify explicit set-aside designations for disadvantaged enterprises, though federal guidelines suggest opportunities for small and minority-owned businesses. Bidders must comply with steel product procurement regulations, employment verification requirements, and provide certifications regarding lobbying, non-collusion, and non-segregated facilities. The contract includes substantial completion timeline of 60 calendar days, with a total completion period of 75 days, and incorporates liquidated damages of $1,000 per day for delays and potential early completion incentives up to $15,000. While specific budget ranges are not explicitly detailed, the comprehensive nature of the infrastructure work suggests a significant capital investment. Contractors will be required to be prequalified by the Pennsylvania Department of Transportation and adhere to all local, state, and federal regulatory requirements. The project will involve precise engineering specifications, including specialized construction techniques for vault closure, sidewalk restoration, and urban infrastructure enhancement.
