About this opportunity

The City of Long Beach is procuring six Lincoln Classic 300 HE welders (Model K3198-1) under ITB FM 23-218, with bids due February 9, 2023 at 11:00 a.m. Pacific Time. A 10% local-business preference applies to qualified local bidders.

The scope includes six current-model Lincoln welders with associated accessories: Stainless Steel Sheet Metal Kits, Spark Arrestor Kits, load bank testing services, and post-purchase technical visits. Bidders must provide five current customer references demonstrating similar products and quantities supplied. A 3-year manufacturer warranty is required with a single authorized repair facility within 25 miles of Long Beach City Hall. Prevailing wage requirements for public works apply, along with compliance with the City's Equal Benefits Ordinance requiring nondiscrimination in employee benefits provision.

Pricing must include cost per welder, tire tax, delivery, and applicable sales tax (10.25%), with payment terms NET/30 unless otherwise quoted. Insurance requirements include a minimum A.M. Best rating of 8; comprehensive general liability coverage of $1 million per occurrence and $2 million aggregate; workers' compensation; and automobile liability of $500,000 combined single limit. Electronic bid submission is required through the City's secure online bidding system, with original bid cover pages and notarized California All-Purpose Acknowledgment forms (for out-of-state companies) submitted by mail to the City Clerk. Completion and submission of Exhibit "A" specification form is mandatory; failure to do so results in disqualification. Addendum No. 1, issued January 30, 2023, clarifies GVWR specifications and requires bidders to acknowledge receipt of the addendum with their proposals.

The City reserves the right to award to a single contractor or multiple vendors and may increase or decrease quantities based on actual needs. Questions and approved equal requests were due January 26, 2023, with the City's response scheduled for February 2, 2023. The Notice of Intent to Award names Encore Gas & Supply of Long Beach as the intended awardee at $189,005.66 after application of the 10% local-business preference discount.
