About this opportunity
The City of Bloomington, Illinois is soliciting sealed bids for Bid #2027-17, Lincoln Leisure Center Plaster Repair, through its OpenGov e-Procurement Portal until November 19, 2026 at 10:00 a.m. CST. A local preference of up to 5 percent, capped at $2,500, applies to qualified contractors with 12 months of establishment in McLean County.
The project repairs deteriorated plaster and repaints ceilings and walls in the North and South stairwells at Lincoln Leisure Center, 1206 S Lee, Bloomington, IL 61701. The North stairwell is the Base Bid and the South stairwell is an Alternate Bid, and the City may award one, both, or neither. Contractors supply all materials, equipment, dumpster service, and waste disposal, and paint must match existing hallway colors. Work runs Monday through Friday, 7:00 a.m. to 3:00 p.m., and contractors must keep building access safe throughout.
Compliance requirements include Illinois Prevailing Wage with certified payroll, apprenticeship program participation for contracts exceeding $100,000, OSHA, substance abuse prevention program compliance under Public Act 95-0635, and the Employment of Illinois Workers on Public Works Act. Bids over $10,000 require a 10 percent bid guaranty. The successful bidder must provide performance and payment bonds equal to 100 percent of the contract price within ten business days of award. Required insurance includes General Liability of $2 million per occurrence and $4 million aggregate, Workers' Compensation of $1 million, Automobile Liability of $2 million, and Umbrella/Excess Liability of $5 million. Contractors must also complete Equal Opportunity Initiative forms with aspirational goals of 8 percent MWBE subcontractor utilization and 10 percent minority worker employment, including 2 percent female workers.
Bids are evaluated on a lowest responsible, responsive bidder basis, considering quality, specifications compliance, delivery terms, and contractor qualifications. A non-mandatory pre-bid meeting and site visit takes place November 3, 2026 at 10:30 a.m. at the facility, and the City anticipates award on December 7, 2026. The project contact is Derri Kerrick, Parks and Recreation Project Manager, at dkerrick@cityblm.org or 309-275-1633.
