About this opportunity
Palm Beach County is requesting bids for lime sludge services under a term contract with bids due July 17, 2026, and a mandatory site inspection at two Water Utilities Department facilities on June 16, 2026 at 9:00 a.m. Failure to inspect both sites results in automatic bid disqualification.
The scope covers removal, transport, and disposal of lime sludge generated from water treatment operations at Water Treatment Plant #8 (1500 North Jog Road, West Palm Beach) and Water Treatment Plant #2 (2956 Pinehurst Drive, West Palm Beach). The contractor must perform dewatering operations, coordinate with facility staff to minimize operational disruption, maintain all necessary permits for transportation and disposal, and comply with Florida Department of Environmental Protection regulations and federal environmental protection standards. Pricing is quoted on a per-ton basis for removal, transportation, and disposal. The contractor must carry appropriate insurance and submit documentation of all disposal activities to permitted facilities.
Palm Beach County's Office of Small Business Development requires an Aspirational Plan for Inclusion with SBE utilization goals. Prime contractors must submit Schedule 1 with their bid identifying all subcontractors and subconsultants, designated as SBE or Non-SBE with assigned work amounts or percentages. Schedule 2 or 2(a) detailing specific work and costs must accompany each identified subcontractor; these schedules are mandatory for bids to be considered responsive. During contract performance, Schedule 3 tracks subcontractor participation and payments with each payment request.
The contract structure includes an initial term and renewal options. Evaluation will consider incumbent performance history, contractor experience with similar water treatment facility waste streams, and capability to respond to operational schedules. No extra charges or compensation are permitted after bid award unless caused by unforeseeable circumstances beyond the contractor's control, without fault or negligence, and with written approval from the Director of Procurement.
