About this file
This file contains instructions from Palm Beach County, Florida's Office of Small Business Development (OSBD) for completing subcontracting schedules required for state and local contract solicitations with Aspirational Plan for Inclusion (API) goals. The document outlines the procedural requirements for prime contractors and subcontractors to demonstrate compliance with small business enterprise (SBE) utilization goals throughout the bidding and contract performance phases. Prime contractors must submit Schedule 1 with their initial bid identifying all subcontractors and subconsultants, designating each as either SBE or Non-SBE, and indicating the dollar amount or percentage of work assigned to each party. Schedule 2 or 2(a) must accompany the bid for each identified subcontractor, detailing the specific work to be performed and corresponding costs. For contracts with API goals, Schedules 1, 2, and 2(a) are mandatory submission requirements for bids to be considered responsive.
Schedule 3 is submitted with each payment request to track subcontractor participation and payments throughout contract performance, requiring the prime contractor to document contracted amounts, change orders, amounts drawn, and payment dates. Schedule 3(a) applies specifically to professional services contracts and requires documentation of work percentages completed and payments made to subconsultants. Schedule 4, provided as a fillable PDF form by the user department, documents actual payments made to subcontractors and must be signed and notarized by the subcontractor, with separate schedules required for each subcontractor and payment request. The OSBD provides vendor code information through its website and accepts complaints regarding violations of the small business ordinance through a dedicated online portal.
