About this opportunity

The City of Long Beach Department of Financial Management issued ITB FM-24-441 on October 29, 2024, for light and medium duty transmission repair services with bids due December 12, 2024. The City has completed evaluation and issued a Notice of Intent to Award to two vendors: Fleetworks Inc. of Santa Fe Springs, California and South Bay Ford Inc. DBA South Bay Ford of Hawthorne, California, identified as the lowest responsive bidders. Award is contingent upon execution of a purchase order and does not constitute a final award.

The scope covers transmission exchange units, core charges, miscellaneous parts, and labor services across sixteen specific transmission models including GM 4L60E and 4L80E, Ford AODE, 4R70W, 4R75E, and 6R100 units, and Chevy and Toyota specialty transmissions. The City provided a VIN list (Addendum No. 1, issued December 2) comprising 297 vehicles requiring repair and servicing work. Bidders must submit pricing as a percentage markup from manufacturer cost for exchange units and core charges, and hourly labor rates for miscellaneous repair work. All repair work requires City authorization prior to performance.

The contract term is twenty-four months from award with extension options for up to three additional one-year periods at prices not exceeding the Los Angeles-Riverside-Orange County Consumer Price Index for non-labor costs. Payment terms are Net 30 days. Place of performance is the City of Long Beach Fleet Services Bureau at 2600 Temple Avenue.

A local preference of ten percent bid price reduction applies to Long Beach-based businesses with current business licenses and seller's permits, capped at fifty thousand dollars. The City prefers single-contractor award but reserves the right to award to multiple vendors or adjust quantities based on actual needs. Bidders must meet insurance requirements including commercial general liability of $1,000,000 per occurrence and $2,000,000 general aggregate, workers' compensation, and automobile liability of $500,000. All proposals require acknowledgment of Addendum No. 1 and the timeline extension addendum; failure to acknowledge may result in disqualification. Ahmed Ali, Buyer II, may be contacted at 562-570-6123 or purchasingbids@longbeach.gov.
