About this opportunity
The City of Long Beach is awarding contracts for light and medium duty auto body repair and paint services under RFP FM-24-398, with a proposal due date of April 11, 2024. The City has selected three vendors — Caruso Ford of Long Beach, Craftsman Collision of Long Beach, and Fleet Collision Services Inc. of Bellflower — following evaluation of three responsive proposals, though this Notice of Intent to Award does not constitute a formal award and the actual contract commences only upon receipt of a signed purchase order.
The scope encompasses collision repairs, frame straightening, refinishing, and painting services for approximately 1,100 light and medium duty fleet vehicles and equipment. Contractors must maintain minimum staffing with 75 percent of estimating, body/frame, and paint technicians holding ICAR training, ASE certification, or factory training. Required qualifications include a minimum one year in business, EPA Toxic Waste Disposal and AQMD Operating Permits, and compliance with all federal, state, and local laws. The pricing structure requires detailed itemization: labor rates for removal and replacement, frame straightening, painting, and mechanical work; parts costs on a cost-plus basis for domestic, Asian, and European vehicles; and additional services including wheel alignment, air conditioning service, detailing, and towing.
The contract is awarded for an initial two-year term with options to renew for three additional one-year periods, not to exceed five years total. Contractors must maintain $1,000,000 per occurrence general liability coverage and workers' compensation insurance, provide at least two email updates per week detailing repair progress, and submit invoices no later than two business days after completion of deliverables. Payment is issued within 30 calendar days of invoice submission.
A mandatory job walk was held March 14, 2024, at Fleet Services Bureau, 2600 Temple Ave, Long Beach. Questions were due by March 19, 2024. The selection committee comprised two members from Financial Management and one from City of Signal Hill Fleet Services. Contact: Ahmed Ali, Buyer I, (562) 570-6123 or rfppurchasing@longbeach.gov.
