About this opportunity

Clifton T. Perkins Hospital Center, a Maryland Department of Health facility, is soliciting bids for ligature-resistant fitness equipment under multi-step IFB BPM055810, with bids due March 31, 2026 at 2:00 p.m. via eMMA and questions due March 20, 2026 at 12:00 p.m. No pre-bid conference or site visit is scheduled.

The procurement seeks one recumbent cycle with LED console, one upright bike with LED console, two cross trainers with LED consoles (elliptical trainers), and one four-person multi-station gym. All equipment must incorporate ligature-resistant design, permanent anchoring, controlled-use construction, tamper-resistant features, open framing for staff visibility, and minimum 400-pound weight capacity. The contractor must provide delivery and installation. Bidders may propose multiple single-station strength pieces if a multi-stack universal system is unavailable, and may address individual equipment categories separately if certain items do not meet ligature requirements. The state prefers self-powered equipment but has electrical outlets available along fitness room walls.

The fitness room dimensions are 30 feet by 18 feet with 7-foot 9-inch ceilings and a 7-foot by 2.75-foot doorway; one elliptical will be placed in a ward unit. The total contract value may not exceed $50,000. This is a fixed-price, one-time purchase with warranty and no option periods, awarded under Small Procurement pursuant to COMAR 21.05.07.

The contract will be awarded to the most responsible bidder with the lowest responsive bid following technical offer acceptance. Bids consist of a bid form with pricing (freight and installation as separate line items) and a technical offer addressing Scope of Work requirements with supporting brochures and delivery timelines. Technical offers are evaluated on pass/fail basis without public opening; only bidders with acceptable technical offers proceed to price opening. Contractors must maintain Commercial General Liability insurance of at least $500,000 per occurrence and Worker's Compensation insurance of at least $1,000,000 per occurrence, with the State listed as additional insured. Contractor personnel require ID badges, background checks, and potential criminal record verification; security escorts and advance coordination of installation dates are required. Existing equipment removal and disposal will be handled by the Department of General Services.
