About this file

This is Addendum 1 to a Request for Bid issued by the State of Maryland for ligature resistant fitness equipment at Clifton T. Perkins Hospital Center, published on March 20, 2026. The solicitation seeks equipment designed to meet The Joint Commission guidelines for improving patient safety in behavioral health environments, with evaluation based on technical criteria and compliance with scope of work requirements on a pass/fail basis. The facility specifications include a 30-foot by 18-foot fitness room with 7-foot 9-inch ceilings and a 7-foot by 2.75-foot doorway; one item (an elliptical) will be placed in a ward unit rather than the main gym. Bidders are not required to propose a specific brand or model, and the state will accept multiple single-station strength pieces if a multi-stack universal system is unavailable. Contractors will require security escorts and must coordinate installation dates and times in advance to allow facility personnel to arrange Security and Contract Monitor support. All contractor personnel requirements, security protocols, and access procedures are detailed in Sections 16 and 18 of the full solicitation documents.

The addendum clarifies that bids may address individual equipment categories separately if certain equipment does not meet ligature requirements, as outlined in Section 8.D of the solicitation. The state prefers self-powered equipment but has electrical outlets available along the fitness room walls. Removal and disposal of existing equipment will be managed by the Department of General Services under its Inventory Control, Fixed Assets, Materials and Supplies procedures rather than by the contractor. No additional items beyond those listed in the scope of work will be considered without a formal amendment. Bidders must acknowledge receipt of this addendum using the provided form to be included in bid consideration.

VENDOR INQUIRIES

1. Q: Is there any certification for ligature safe equipment that the equipment must meet?

A. All information on ligature resistant can be found under The Joint Commission guidelines for improving patient safety in behavioral health environments. It is design strategies, not certification for prevention of self-harm or suicide in psychiatric wards.

2. Q: Is there a particular specification, model or brand of equipment you are asking for?

A. The aim is to evaluate bids on the Technical criteria based on meeting the scope of work requirements. This is a pass/fail as stated in Section 8.

3. Q: If a multi stack universal system is not available, will you accept multiple single station strength pieces:

A. The scope of work was designed to fit the needs of the facility based on available space.

4. Q: What are the safety requirements for the cardio as it relates to ligature resistant equipment?

A. Please review 1.A.

5. Q: Is this an all or nothing bid? Meaning, can we bid on just cardio if our strength equipment does not meet the ligature requirements.

A. See Section 8.D.
