About this opportunity
The City of Durham, North Carolina Department of Water Management is requesting sealed bids for the complete renovation of two submersible lift stations — Downing Woods (100 GPM) and Marywood (100 GPM) — with bids due October 22, 2026 at 1:00 PM, and a non-mandatory pre-bid conference on October 7, 2026 at 11:00 AM.
All bidders must be licensed under North Carolina General Statutes Chapter 87 and comply with the North Carolina Contractor's Licensing Act of 1925. The scope requires furnishing all materials, labor, equipment, and tools for complete renovation of both stations. Substantial completion is required within 300 consecutive calendar days from Notice to Proceed, with final completion within 330 calendar days.
Each bid must include a non-collusion affidavit and be accompanied by a bid deposit of five percent of the bid amount, submitted as cash, certified check, cashier's check payable to the City of Durham, or a bid bond executed by a corporate surety authorized in North Carolina. The bid deposit guarantees contract execution and will be held until the contractor executes and delivers all contract documents, including performance and payment bonds. Bids remain irrevocable for 90 days following bid opening.
Contract documents are available for review by appointment beginning September 22, 2026, and electronic PDF copies are obtainable from Carla Helms at chelms@hiepc.com. Documents are also available at Associated General Contractors offices in Raleigh and Charlotte, McGraw Hill Dodge Data & Analytics Plan Room locations, and the NC Institute of Minority Economic Development in Durham. Bids will be opened at the Department of Water Management, Room 2002 C, 1600 Mist Lake Drive, Durham, North Carolina. The City reserves the right to accept or reject any or all bids and waive informalities.
