About this opportunity
The City of Philadelphia is conducting a micro purchase solicitation for lift material GENIE, to be awarded as a whole or by line item at the City's discretion to the lowest responsive and responsible bidder. This procurement requires sellers to submit quotes for all items listed in order to be eligible for award, with quotes due by April 28, 2026, through the PHLContracts.phila.gov eProcurement platform. The contract term will be 365 days from the effective date upon issuance of a purchase order by the City. Evaluation will be based on responsiveness and responsibility criteria, with pricing quoted FOB Destination Point and net of taxes. All sellers must maintain workers' compensation insurance at statutory limits, general liability insurance of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence. Vendors are prohibited from delivering or providing services until officially notified by the department, and payment will be made via electronic deposit only after delivery and City approval of the products and services. Sellers must also certify they are not indebted to the City for delinquent taxes, liens, judgments, or fees without a written payment agreement and must comply with all applicable federal, state, and local laws.
The City of Philadelphia does not impose set-aside restrictions specific to disadvantaged enterprises on this micro purchase; however, the LBE Program applies to small purchases though it does not restrict participation. The solicitation includes a voluntary LGBTQ Applicant Data Form designed to identify companies beneficially owned and controlled by LGBTQ persons and to facilitate the inclusion of LGBTQ-certified businesses (LGBTBE) into the City's vendor database; businesses may indicate current certification through the National LGBT Chamber of Commerce (NGLCC) or its Philadelphia affiliate, the Independence Business Alliance (IBA). All sellers must have an executed Consent and Authorization Agreement on file in their vendor profile prior to bid closing for their quotes to be considered responsive. The total contract value cannot exceed $43,000, adjusted annually by the percentage increase in the CPI-U from January 1, 2020, to the most recently published CPI-U and rounded to the nearest thousand dollars, with increases certified by the Procurement Commissioner. All quotes must remain valid for 60 days from submission or throughout the contract term for requirements contracts.
