About this file

This is a Seller Checklist document from the City of Philadelphia Procurement Department for completing a small purchase quote submission through the PHLContracts platform. The micro purchase opportunity is for lift material GENIE and will be awarded as a whole or by line item, whichever is in the best interest of the City, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and should not deliver or provide services until notified by the department. The checklist provides step-by-step instructions for vendors to complete their quote submission, including ensuring proper seller role selection, answering mandatory questions, entering unit costs for each listed item, and reviewing all required attachments before final submission through www.PHLContracts.phila.gov.

The submission process requires vendors to confirm Local Business Entity (LBE) certification status, though the LBE Program does not apply to small purchases. All sellers must have an executed Consent & Authorization form on file in their vendor profile; quotes will not be considered without this documentation. Vendors have the option to attach an LGBTQ Applicant Opportunity Data Form and may submit additional documents related to their quote. The checklist emphasizes the importance of addressing all red validation warnings before submission and saving progress at each step to ensure a complete and eligible bid response.
