About this opportunity
The Missouri Department of Transportation Southwest District is issuing a Single Feasible Source solicitation (MODOT SW 0000000039SL) for a LifeMark 300 to LifeMark 400 upgrade kit and installation services for paint truck dual carriage stripers. This sole source procurement is directed toward LimnTech Scientific, Inc., the original designer and manufacturer of the LifeMark system, as MoDOT has determined that no other vendor is capable of providing the proprietary equipment upgrade. The upgrade kit deliverables include two GPS antennas, one INS unit, an upgraded wiring kit, freight, and all assembly and labor necessary for installation. The contract will operate on a blanket purchase agreement basis with upgrades requested on an as-needed or if-needed basis to support MoDOT's two stripers. The solicitation opened on May 4, 2026, at 1:00 PM Central Time and closes on May 11, 2026, at 1:00 PM Central Time, with no pre-bid conference or site tour scheduled. The contract period runs from the award date through April 30, 2027, with two additional optional one-year renewal periods at MoDOT's discretion. Evaluation will be conducted using multiattribute scoring methodology, and all bidders must be registered in MissouriBUYS (powered by MOVERS) and submit required exhibits including proof of Buy American Act compliance, completed Exhibits 1 and 2, and the Annual Worker Eligibility Verification Affidavit.
Respondents must maintain general liability insurance of not less than $600,000 per occurrence and $4,000,000 aggregate, business automobile liability coverage at the same limits, and Missouri State Workers' Compensation coverage with $1,000,000 employer's liability insurance. All contractors are classified as independent contractors and must comply with state and federal nondiscrimination statutes, drug-free workplace requirements, and Executive Order 07-13 regarding employment eligibility. The contractor must enroll and participate in E-Verify or an equivalent federal work authorization program and provide sworn affidavits confirming non-employment of unauthorized aliens. Payment terms are Net 45 days with FOB shipping, and no price increases are permitted during the first six months of the contract period or for goods or services already obligated by purchase order. As this is a sole source procurement directed exclusively toward LimnTech Scientific, Inc., the incumbent vendor and current system provider, no set-asides for disadvantaged enterprises or competing contractors apply. While no specific budget range is listed in the solicitation documents, the contract value will be determined based on the as-needed nature of the upgrade requests over the one-year initial contract period plus potential renewals through April 30, 2029.
