About this opportunity

The Texas Health and Human Services Commission (HHSC) is soliciting bids for licensed off-duty peace officer security services in Region 6 under IFB HHS0017419, with responses due July 31, 2026 at 10:30 a.m. and a questions deadline of July 15, 2026 at 10:30 a.m. A 26.0% Historically Underutilized Business (HUB) subcontracting plan with certified VetHUB participation is mandatory; failure to submit a compliant plan results in disqualification.

Region 6 encompasses 12 counties: Austin, Brazoria, Chambers, Colorado, Fort Bend, Galveston, Liberty, Matagorda, Montgomery, Walker, Waller, and Wharton. The contractor must recruit and maintain a pool of commissioned peace officers to provide armed security services at multiple HHSC and Department of State Health Services (DSHS) facilities, schedule duty assignments during standard office hours (7 a.m. to 7 p.m. Central Time, Monday through Friday), conduct weekly on-site supervisor visits, and manage all personnel at service locations. Bidders must provide minimum three years as a licensed commissioned peace officer and three verifiable references for similar contracts within the last five years. All personnel are subject to Texas Department of Public Safety criminal and sex offender checks; individuals with sex offender, child abuse, adult abuse, or fraud convictions are prohibited. DFPS background checks are required for all employees prior to facility access.

Insurance requirements include workers' compensation, commercial general liability of $1,000,000 per occurrence, commercial automobile liability of $1,000,000, professional liability of $1,000,000, and umbrella liability of $1,000,000. Pricing must be firm and fixed for the life of the contract, submitted on Exhibit C, and include all labor, equipment, materials, supplies, and related expenses. The historical monetary value for similar services from September 1, 2022, through August 31, 2026, was $809,666.68.

The initial contract term runs September 1, 2026, through August 31, 2029, with one optional one-year renewal (September 1, 2029, through August 31, 2030) and potential extension for up to one additional year. HHSC makes no guarantee of volume or usage and reserves the right to cancel the IFB or modify service locations with 30 days' written notice. Compliance with HHS Solicitation Affirmations, data security requirements, and System Data Use Agreements is mandatory. VetHUB Coordinator Bob McCurdy (512-406-2534; bob.mccurdy@hhs.texas.gov) offers optional courtesy subcontracting plan reviews; the courtesy deadline is July 21, 2026.
