About this opportunity
The Town of Manchester, located in Hartford County, Connecticut, is seeking proposals for a Library Fiber Optic Cable Installation project (RFP #24/25-58) involving the installation of fiber optic cabling between the East Side Neighborhood Resource Center and the new Manchester Public Library. The project requires the installation of 48 strands of single-mode fiber with necessary terminations, with the cable to be over-lashed to existing fiber where possible and potentially requiring underground conduit installation at the library site. Two proposed scenarios are presented: a single fiber run via Maple or Eldridge Street, and a redundant two-fiber run configuration. The town will evaluate proposals based on a comprehensive scoring system, with 70% weight given to proposal quality, 10% to pricing, 10% to prior project history with the town, and 10% to references and awards. Bidders must provide detailed information about their firm, including company history, related experience, staffing, project approach, and litigation history. Key dates include a pre-bid meeting on May 22, 2025, at 10:30am, questions due by June 4, 2025, and proposal submissions required electronically by June 16, 2025, at 11:00am.
The procurement is subject to prevailing wage rates, and contractors must maintain specific liability insurance coverages with the Town of Manchester listed as an additional insured. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the RFP requires comprehensive documentation of the bidding firm's capabilities and qualifications. The project involves integrating the new fiber optic infrastructure with existing network systems, with the town welcoming vendor feedback on optimal configuration, fiber routes, and termination points. Though a specific budget range is not disclosed, the detailed requirements suggest a significant technical infrastructure investment. Contractors will need to demonstrate technical expertise in fiber optic cable installation, network integration, and compliance with municipal infrastructure standards. The project represents a strategic investment in expanding the town's telecommunications infrastructure, connecting the new library to the existing fiber network through a robust and potentially redundant communication system.

The Town of Manchester is accepting bids to install Fiber Optic Cabling from the East Side Neighborhood Resource Center to the new Manchester Public Library which is currently under construction. The fiber cable will contain 48 strands of single-mode fiber and terminations as needed. The successful proposer will furnish and install all cabling, hardware, and terminations for the project. The library location may require trenching and installation of conduits. These requirements will be explained in greater detail in the Project Details section of this document.
The new fiber will be over-lashed to the existing fiber where fiber currently exists. The goal of this project is to connect the new library to the existing fiber network. The Town welcomes feedback from vendors in regards to the best configuration, fiber routes and termination points.
