This is a sole-source procurement under Missouri statute section 34.044, RSMo, based on LexisNexis's proprietary legal research platform with no authorized resellers.
The scope covers Legal Research Access services enabling DMH patients to conduct legal research regarding remedies available through Missouri courts. The vendor must provide firm, fixed pricing for the initial contract period and maximum pricing for two optional one-year renewal periods, with all costs including start-up expenses, technical support, and training.
The initial contract period runs November 1, 2026 through October 31, 2027, with ITSD retaining the right to renew for two additional one-year periods at its sole discretion. Services will be delivered FOB Destination to Missouri Department of Mental Health, 1706 East Elm, Jefferson City, Missouri 65102. The incumbent contractor is RELX Inc., doing business as LexisNexis. Payment is due within 30 calendar days of invoice receipt to ITSD Accounts Payable. The vendor must comply with Missouri business registration requirements, obtain a "Vendor No Tax Due" certificate from the Missouri Department of Revenue, register with the Missouri Secretary of State, comply with E-Verify federal work authorization, and meet applicable federal and state employment and non-discrimination laws. Responses will be evaluated using multiattribute scoring methodology. Contact procurement inquiries to Steve Autrey at Steve.Autrey@oa.mo.gov or 573-522-2656.
