About this opportunity

Lewis County, New York is requesting proposals for bi-annual HVAC service and maintenance at ten 911 tower shelter buildings, with proposals due October 1, 2026 at 10:30 a.m. Addendum No. 1, issued September 24, materially narrows scope: the County has eliminated all remote monitoring system integration, building automation controls, predictive maintenance, and data analytics requirements originally specified in the RFP Section 2.1(E). Bidders must acknowledge receipt of the addendum with their submissions. Service frequency is bi-annual, not quarterly as originally drafted.

The scope encompasses preventive maintenance, emergency repairs, system upgrades, 24/7 emergency response, filter cleaning and replacement, refrigerant checks, electrical inspections, control calibration, system testing, written reporting, temporary cooling solutions, and component replacement at ten tower sites across Lewis County communities (Lowville, Montague, Copenhagen, Croghan, Harrisville, Turin, Lyons Falls, West Leyden, and Redfield). Applicants must demonstrate a minimum of three years' HVAC installation and service experience and provide three customer references.

Contract term is five years with award intended for November 3, 2026. Prevailing wage requirements apply under New York State Labor Law; contractors must register with the NYS Department of Labor. Award will be based on best-value criteria including contractor reputation, quality commitment, responsiveness, and bidder interviews, with price not necessarily the determining factor. MWBEs are encouraged but no set-asides apply. Contractors must carry general liability insurance with minimum $1,000,000/$2,000,000 limits and name the County as additional primary insured, plus $1,000,000/$2,000,000 automobile liability coverage. Proposals must include pricing for each of the five service years, completed proposal forms, non-collusion statements, anti-sexual harassment certifications, corporate attestation forms if applicable, and Iran Divestment Act compliance certifications. The County will not reimburse federal, state, sales, or excise taxes from which it is exempt.
